M.E.Ch.A. de Portland State and Las Mujeres held a demonstration honoring Cesar Chavez in Portland today. The event paid tribute to an individual who not only inspires Chicanos and Latinos, but all those who champion for workers’ rights and equality. The demonstration will also address ongoing campaigns in the state of Oregon. Cesar Chavez, former leader of the United FarmWorkers, fought for improving the working conditions of agricultural workers by leading national boycotts and marches across America.

President Obama's Statement Commemorating Cesar Chavez's Birthday

Today, President Barack Obama made the following statement to commemorate the birthday of Cesar Chavez.

"Today, on what would have been his 82nd birthday, Cesar Chavez's legacy as an educator, environmentalist, and as a civil rights leader who struggled for fair treatment and fair wages for America's workers is important for every American to remember.

Having begun as a farmworker, Cesar Chavez eventually co-founded the United Farm Workers and struggled to provide hundreds of thousands of people with better working conditions and the chance to live a better life. The cause of fair treatment and fair wages for America’s workers lives on today through the work of countless others.

Chavez’s rallying cry, “Sí Se Puede” – “Yes We Can,” was more than a slogan, it was an expression of hope and a rejection of those who said farmworkers could not organize, and could not take on the growers. Through his courage, Cesar Chavez taught us that a single voice could change our country, and that together, we could make America a stronger, more just, and more prosperous nation.”

DREAM Act Would Strengthen U.S. Economy

Salem, Ore.--Yesterday, Representatives Howard Berman (D-CA) and Lincoln Diaz-Balart (R-FL) and Senators Richard Durbin (D-IL) and Richard Lugar (R-IN) reintroduced the Development, Relief, and Education for Alien Minors (DREAM) Act in the U.S. House of Representatives and U.S. Senate. They were joined in support by a group of Senators and Representatives from both sides of the aisle.

The DREAM Act would restore states' rights to determine residency requirements for in-state tuition and establish a path to legal status and eventual citizenship for undocumented youth. This would address significant barriers to the success of hardworking immigrant students who were brought to this country at a young age and desire to fully contribute to American society.

"This bipartisan bill is a crucial part of the kind of real, comprehensive immigration reform our country needs right now to get back on its feet and restore justice to our laws" said Francisco Lopez, Executive Director of CAUSA. "The Dream Act would strengthen the economy down the line by making sure that students educated in American schools can give back to the system through their hard work, service, and taxes."

Cardinal Francis George Calls for an End to Immigration Raids

On Saturday, Cardinal Francis George, the President of the U.S. Conference of Catholic Bishops, called on the Obama Administration to stop the raids on Immigrant Families. This is what he had to say:

“I stand with other faith leaders and all of you gathered here today and with every immigrant family in this nation to call on our government to end immigration raids and the separation of families.”

White House to Hold First Town Hall Online Tomorrow


Tomorrow morning at 8:30am PST, President Obama will be holding an online town hall. As one of the priorities of the Obama Administration is to open up the White House to citizens, they are taking advantage of the internet to allow people to participate in the first ever online White House Town Hall.

Currently, questions are being taken via online form. Those interested in submitting a question or voting on one already submitted can visit www.whitehouse.gov/openforquestions Questions will be accepted until 6:30am PST.

To submit or vote for your favorite questions on Fair and Just Comprehensive Reform add the term "immigration" in the search queue at the top. Be sure to let President Obama know that you want him to support Immigration Reform and a halt to raids that divide families.

Hate Rears its Ugly Head in Oregon Coast Town

On Sunday, a gay couple from Seattle was brutally attacked by four individuals in the Oregon Coast town of Seaside.

While the two men, both nursing students from Washington State, walked on the beach, they were jumped by four individuals. Before being beaten unconscious by the group, the two men were subjected to homophobic slurs.

The Seaside police have confirmed that the assault was a hate crime due to the victims' sexual orientation and the fact that the attackers used homophobic slurs while beating the two men. The attackers, three males and one female, still have not been caught.

The Seaside police are looking for assistance from the community in finding the suspects. According to the Daily Astorian,

  • The female is described as heavy-set about 30 years old with a black pony tail, gray sweat pants and a matching sweatshirt.

  • The woman’s boyfriend is in his 20s, husky, and has a shaved head that appeared to be growing out and possibly had a goatee. He wore a green shirt, possibly a track jacket.

  • The third male was in his mid-20s who wore a gray hoodie and gray Carhart-type
    pants.

  • The fourth male had a pale complexion and wore his hair in a long
    black frizzy pony tail.

  • Those with information about the identity of these four individuals are asked to call the Seaside Police Department at (503) 738-6311.

    White House Border Violence Proposal A Step in the Right Direction

    Border Communities Point to Necessary Improvements

    Washington, DC - The U.S.-Mexico Border and Immigration Task Force responded positively to announcements made yesterday by President Barack Obama and Secretary of Homeland Security Janet Napolitano on new border security and law-enforcement measures the Administration is taking in response to U.S.-Mexico border violence and drug trafficking. Today, Secretary Napolitano and senior Homeland Security staff testified at a hearing before the Senate Homeland Security and Government Affairs Committee entitled "Southern Border Violence: Homeland Security Threats, Vulnerabilities, and Responsibilities." The U.S.-Mexico Border and Immigration Task Force is made up of state and local law-enforcement, elected officials, faith leaders, and community-based organizations along the border from Brownsville in the East to San Diego in the West.

    "It is clear that the President understands the complexity and challenges of border security," said Fernando Garcia, Executive Director of the Border Network for Human Rights in El Paso, which is a co-convener of the Task Force. "This plan amounts to a 'comprehensive bi-national border strategy' that is the right approach and we applaud the White House for not succumbing to the temptation to over-simplify national security strategies."

    "The proposal aptly relies on and supports local law-enforcement to curtail border violence," said Jennifer Allen, Executive Director of the Border Action Network in Tucson, another Task Force co-convener. "Local agencies are often called on, but rarely have sufficient resources, staffing, support, and communication and Washington appears to be addressing this."

    "The response from Washington is measured and sensible and consistent with what we are hearing is needed from the groups and leaders we work with on the border," said Ali Noorani, Executive Director of the National Immigration Forum, another Task Force co-convener organization. "This is not militarizing the border willy-nilly, but a balanced plan of action."

    The U.S.-Mexico Border and Immigration Task Force (background and list of members here), issued a series of recommendations for successful border policy in a report, "Effective Border Policy: Security, Responsibility And Human Rights at the U.S.-Mexico Border," released in Washington in November (Report here, Executive Summary here, and photos available on request).

    Task Force Members pointed to two specific considerations that could improve the President's initiative: paying close attention to ports of entry and providing the kind of law-enforcement and judicial support envisioned by the President for the Mexican side of the border on the U.S. side, too.

    "Most drugs are intercepted at ports of entry on the US-Mexico border, yet ports continue to be understaffed, under-supported and plagued by long lines that deter cross-border commerce," Allen said. "The President's proposal should include substantial infrastructure, staffing and technology expansions and improvements at the ports of entry."

    "The proposal creates additional community liaisons to work with Mexican officials and agencies on their side of the border, but we need those here too," said Garcia. "The on-the-ground success of any border security strategy will be greatly improved if local communities have a means to share their information, experiences, and frustrations related to security issues faced at the U.S.-Mexico border."

    Task Force members stressed that the mission to go after violent criminals and smuggling cartels must be clear and that training, accountability and oversight for new personnel and resources was critical to success.

    "The President's plan should clearly define the role of local law-enforcement in border security activities and inter-agency collaboration," Garcia said. "We do not want our local law enforcement enlisted in the role of the Border Patrol, which would drive a wedge between border communities and their own police forces and erode trust and cooperation."

    "We cannot afford having a strategy with multiple programs, massive enforcement, and lots of resources interacting with border communities without clear oversight mechanisms," Allen said. "Any border security strategy ought to be accountable and balanced and personnel must receive adequate training to deal with our communities on the border where many people look and sound like they may have come from Mexico."

    Finally, the Task Force stressed the need for long-term solutions for the Borderland region, including comprehensive immigration reform.

    "Immigration reform is needed to reduce the black market for immigration that the smuggling cartels exploit," Noorani stated. "Reform must create a legal immigration framework people will choose to go through rather than around, allowing our Homeland Security personnel to focus on actual threats."

    "Security must be paramount," Allen said, "but cross-border commerce is the lifeblood of the local economy. In the long-run we need to strike the right balance so that there is as little interference as possible with the legitimate economy of the region."

    "Border communities have been encouraged by recent comments by President Obama regarding his commitment to seeking comprehensive immigration reform this year," Garcia said. "A broad overhaul of our immigration system is essential to alleviating much of the stress and strain on the U.S.-Mexico border by enabling immigrants to enter the country in a legal, orderly, and safe manner rather than risking their lives with smuggling networks."

    600 Students Rally for Comprehensive Immigration Reform in Eugene

    Today, 600 students are rallying for immigrant rights and comprehensive immigration reform at the Eugene Office of Oregon Congressman Peter DeFazio.

    The event was organized by the students of MEChA from the University of Oregon chapter and chapters from across the Nation, as well as CAUSA, Oregon's immigrant rights coalition, with the help and support of various UO Departments, PCUN, and Eugene community organizations.

    The students are demanding that Congressman Defazio support and prioritize Safe, Humane and Fair Immigration Reform. Because the majority of rally attendees are students, they are demanding that DeFazio also support the Federal DREAM Act which would open the doors of higher education to immigrant students and students of immigrant parents.

    The Rally for Comprehensive Immigration Reform and Immigrant Rights is taking place from 2:30pm on Courthouse steps outside Peter DeFazio's Office in Eugene. (405 E. 8th Street, Eugene).

    Salvadoran President-Elect Pledges to Work With U.S. on Immigration

    Salem, Ore. - On Sunday, the Salvadoran people elected Mauricio Funes 51.3% to 48.7%. Funes, a member of the Farabundo Marti National Liberation Front, or FMLN, was elected president in one of the most highly contested elections in Salvadoran history. The election results mark an important turning point for the country--ending 20 years of right-wing rule and giving the left-wing control for the first time since the Salvadoran Civil War.

    Last week, CAUSA, in cooperation with the SHARE Foundation, sent a delegation to El Salvador to act as International Elections Observers. The delegation was made up of CAUSA’s current and former directors, Francisco Lopez and Aeryca Steinbauer and University Students from Willamette University, Whitman College, Salem’s First Congregational Church, Georgetown University, University of Maryland, Northwest School in Seattle, MAZON Jewish Respond to Hunger, Service Employees International Union, The US Baptist Alliance, National Lawyers Guild, Columbia University, and many other community organizations from the United States. The SHARE/CAUSA contingent included more than 150 delegates that were part of more than 1,000 observers from the United States and 4,000 from other countries in Latina America, Europe, Africa and Asia. Despite widespread concerns that violence would break out over the election, the process went smoothly.

    Since the election, President Funes has pledged to work closely with the United States on important issues like immigration. During an interview with The Nation on Tuesday, Funes pledged to “rebuild democratic institutions, enforce the constitution and make of El Salvador a democratic state that respects the rule of law”, which he says, will reduce the flows of out-migration. And although the President-elect would like for the U.S. to renew Temporary Protected Status (TPS), to do so without reducing the migration flows from his own country would not be fair.

    On Wednesday, President Obama telephoned President Funes to congratulate him on his victory and to say he was ready to strengthen bilateral ties. “The historic election of President Funes offers an important opportunity for President Obama to work towards mending relations with people who view the United States as historic supporters of repressive regimes”, said Francisco Lopez, Executive Director of CAUSA.

    CAUSA and the SHARE Foundation encourage President Obama to continue working towards establishing a strong relationship with President Funes. A strong relationship between the two countries can only ensure that El Salvador will be in a better position to rebuild it’s productive capacity and creating a coherent social policy that improves the quality of life for all Salvadorans. This will in turn positively impact the United States’ immigration system thereby reducing the numbers needing to flee from El Salvador due to economic hardship and political persecution.

    "Our Nation has been suffering under a broken immigration system for far too long," said Francisco Lopez, Executive Director of CAUSA.     Are immigrant students too isolated?

    According to a report from the New York Times, English-language learners are one of the only groups still largely segregated from their peers at school.

    While grateful to their schools for teaching them English, some immigrant students say they wish they were not so isolated in intensive English programs meant to help them acquire language skills quickly in order to prepare for state tests.

    Photos: Lobby Day to Keep the Oregon Guard in Oregon


    Today, over 200 Oregonians were in Salem to lobby at the State Capitol re-affirming opposition to the war and calling for a halt to sending the Oregon National Guard to Iraq and Afghanistan.

    Among other issues discussed during the legislative meetings were Fair and Just Immigration Reform, restoration of driver license access to undocumented immigrants, Healthcare for ALL, stopping cuts to human needs, raising revenue through fair taxation, and advancing racial justice, civil rights and civil liberties.

    Lobby Day to Keep the Oregon Guard in Oregon

    On Monday, CAUSA will join dozens of community organizations to lobby at the State Capitol in Salem re-affirming our opposition to the war and calling for a halt to sending the Oregon National Guard to Iraq and Afghanistan.

    In May, 3,500 Oregon National Guard soldiers are scheduled to go to Iraq--some of them for the fourth time! Those 3,500 represent more than 40% of the entire Oregon Guard. That's the highest percentage since World War II!

    We need Oregon Guard members in Oregon serving our communities and to spend tax dollars on services for Oregonians instead of war.

    The lobbying effort with a rally to follow is to draw attention to HB 2556 and HR 4, legislative proposals which call for the Oregon National Guard to stay in the U.S. and serve Oregon.

    Anti-Immigrant Leaders Publicly Threaten Voters of El Salvador

    U.S. Congressional leaders should immediately rebuke two of their colleagues for attempting to influence voters of another democratic country through threats and intimidation. The Committee in Solidarity with the People of El Salvador (CISPES) reports that two anti-immigrant congressional members, Rep. Trent Franks (R-AZ) and Rep. Dan Burton (R-IN), are publicly calling for El Salvadoran refugees and immigrants to be deported from the U.S., if the citizens of El Salvador elect opposition party, Frente Farabundo Martí para la Liberación Nacional (FMLN), in Sunday’s upcoming elections.

    The FMLN is running against the right-wing ARENA party in an election that will have historic consequences. ARENA has worked closely with death squads in El Salvador.

    End of Life Healthcare more for Hispanics and Blacks

    According to a report published in Archives of Internal Medicine journal, Hispanic decendents and Blacks pay more for end of life healthcare compared to with whites.

    An article from U.S. News & World Report , Minorities Have Higher End-of-Life Costs, says the average cost for Hispanic patients in those final months of life was $31,702, compared with $26,704 for blacks and $20,166 for whites. Compared with white costs for care was 30 percent higher for blacks and almost 60 percent more for Hispanics.

    Researchers in the study also noted that, “minorities are less likely than whites to get aggressive medical care throughout their lives”.

    Washington, DC - According to a Department of Justice (DOJ) letter dated March 10, the Civil Rights Division will be investigating Sheriff Joe Arpaio of the Maricopa County (Arizona) Sheriff's Office (MCSO) focusing on "…alleged patterns or practices of discriminatory police practices and unconstitutional searches and seizures conducted by the MCSO, and on allegations of national origin discrimination…" The MCSO has a 287g agreement with the Department of Homeland Security to conduct immigration enforcement actions and Sheriff Arpaio was recently described by Ali Noorani as "the poster boy for all that is wrong with the 287g program," in a Wall Street Journal article. The following is a statement by Ali Noorani, Executive Director of the National Immigration Forum.

    We welcome the Department of Justice's investigation because when a local elected official takes the law into his own hands, the role of the federal government is to protect the people from abuse. The Sheriff's over-the-top publicity-seeking has made him a flashpoint for those concerned that immigration enforcement practices are out of control, but DOJ needs to keep a close eye on any Sheriff more concerned with headlines than the Constitution and the law. In the mean time, the Sheriff's 287g agreement with the federal government should be suspended pending the outcome of this investigation.

    Just because the Congress has not passed immigration reform is no excuse for the federal government to abdicate enforcement to local sheriffs, especially when some of those local police have abused their power. How and when local police should enforce federal immigration law and how the 287g program has been administered has been ignored by Washington for too long. Issues raised by a series of government and non-government reports (link, link, link) clearly indicate that more oversight is needed and not just from the Department of Justice.

    These developments put additional pressure on Congress to address immigration reform. State and local governments and law enforcement are rightly calling for action, the American people want to know when someone will act to address immigration, and immigrant communities that feel under siege want clear next steps towards reform. We need solutions that restore the rule of law, prioritize hardened criminals - immigrant and non-immigrant - for enforcement, and get the vast majority of hard working immigrants integrated into our communities and on the road to citizenship. That would be progress and much more constructive than this Arizona Sheriff's stunts, which may be found to have been in violation of federal law.

    Annual Rural Caucus & Strategy Session this Sunday

    2009 offers our movement for justice in rural Oregon historic opportunities to build on the victories of the 2008 election. But it also offers historic challenges. In the midst of a deepening recession, an entrenched war at home and abroad, and intensified scapegoating of immigrants and people of color, it's time for some hope!

    Two of Sunday afternoon's workshops will focus on immigration and immigrants rights: one will discuss Just and Humane Immigration reform from a variety of perspectives, including from the point of view of members of Latinos Unidos para un Futuro Mejor, the new Columbia County group. The second will be a discussion with immigration attorney Stephen Manning addressing rights that immigrants have under the law, and where these rights do or do not intersect with what we know to be moral and just.

    Oregon’s Immigrant Rights Coalition to Set Economic Agenda in Washington during First 100 Days of New Administration

    CAUSA joins with other organizations in push for equity in economic plan and immigration reform


    Salem, Ore - A new power player is arriving on Capitol Hill as CAUSA, Oregon’s Immigrant Rights Coalition joins with a coalition of grassroots community groups from across the country to bring the voices of everyday people to the halls of Congress.

    On Monday, Guadalupe Quinn, CAUSA’s Lane County Regional Coordinator traveled to the nation’s capital as part of the Campaign for Community Values first 100 days strategy to impact legislation on the economy, healthcare and immigration.

    “We have a unique opportunity to play a decisive role in national policy,” said Quinn. “As Congress considers an economic stimulus package, we must ensure the communities that are often forgotten are included.”

    Since January 26, every Tuesday ten community organizations will converge on Washington to advance an ambitious plan to rebuild the economy in a way that works for us all. Jobs created under the Obama administration’s Economic Recovery Plan must go to the people most severely affected by the economic crisis – low wage workers, women, youth and people of color. Additionally, unemployment is impacting health insurance access, which disproportionately impacts low-income families and communities of color. The plan must also address the uninsured population, which keeps growing with the unemployment rate and also disproportionately affects low-income families and communities of color.

    “We’re on the front lines as families struggle to meet their basic needs. We believe fixing our economy means fixing the inequality that is at the root of this economic crisis,” said Francisco Lopez, Director of CAUSA.. “We called for bold change during this election, and we will continue to press for bold change while in Washington these first 100 days.”

    Additionally, as part of the 100 day strategy, we will advocate for an immediate stop to workplace raids that are tearing apart communities and passage of just and humane immigration reform. Only when we bring all workers out of the shadows and offer them labor protections, will our economy fully rebound.

    Justice for Joe Arpaio

    Should "America's Toughest Sheriff" get a free pass on his controversial tactics? Should he round up immigrants at traffic stops and force them to sleep in separate "Tent Cities" in the desert?

    With over 2,700 lawsuits against him, a history of virulently anti-immigrant and anti-Latino tactics, and 40,000 felony warrants outstanding in his jurisdiction, Arpaio has fostered a climate in which real criminals roam free while hard-working immigrants live in fear. America's Voice is calling on the U.S. Department of Justice to begin a federal investigation into his tactics, giving Sheriff Arpaio the attention he really deserves.

    What is Sean Hannity Thinking?

    When it comes to mischaracterizing and making false statements about immigrant rights group like National Council of La Raza (NCLR), Fox News Conservative Talker Sean Hannity is one of the best.

    On Thursday, Media Matters brought us a story about Sean Hannity claiming that NCLR "has called for Mexico to annex southwestern states."

    Janet Murguía, President and CEO of the National Council of La Raza (NCLR) had this to say in response to Hannity’s statements:
    NCLR has never made the statement and does not support the views Mr. Hannity attributes to us, as even a cursory review of our public statements or website would substantiate. Such conspiracy theories would be silly if they were not so often used to create fear and distrust of all Hispanics living in America. While Mr. Hannity is well within his rights to disagree with the views of our organization, he is not entitled to lie about us. In light of this, we are asking in the strongest terms possible for an immediate on-air correction.
    The false statements from Sean Hannity about NCLR shows a disturbing level of hatred for organizations and individuals wishing to protect and further the rights of immigrants.
