Their message to the Congressman was for him to join on as a co-sponsor of the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR ASAP) (HR 4321) and to support the DREAM Act of 2009 in Congress.

Voters Protect Oregon’s Future by Passing Measures 66 and 67

On Tuesday Night, Oregonians passed Measures 66 and 67, two tax fairness measures which increases taxes on households making at or above $250, 000 ($125,000 for individuals) and raises the $10 corporate minimum tax to $150 minimum for most businesses. Prior to the passage of this measure, more than two-thirds of corporations doing business in Oregon paid just the $10 a year corporate minimum income tax.

The measures passed statewide early on in the evening. According to the Oregon Secretary of State, Measure 66 passed by 53.90% and Measure 67 passed by 53.38%.

A large group of community organizations, including unions, small business owners, advocates for children and seniors, churches, environmental organizations, and civil rights groups came together to pass the measures. Over 250 organizations formed the Yes for Oregon coalition to mobilize voters for the January election. CAUSA and our sister Organizations Pineros y Campesinos Unidos del Noroeste (PCUN) and Voz Hispana Causa Chavista were part of the coalition.

A special thanks goes to the Oregon Labor Movement who worked tirelessly alongside small business owners, advocates for children and seniors, churches, environmental organizations, civil rights groups and concerned individuals to pass these very important measures. Due to their hard work, jobs, schools and services that Oregonians depend on and care about have been saved.

CIR-ASAP & DREAM Action at Rep. Schrader's office this Thursday!

Join us this Thursday at noon for a March and Rally at the district office of U.S. Congressman Kurt Schrader in Salem. This action is part of a nationwide campaign to pressure Congress to pass immigration reform this year and finally fix our broken system.

What is the DREAM Act?

The Development, Relief, and Education for Alien Minors (DREAM) Act is bipartisan legislation that addresses the situation faced by young people who were brought to the United States years ago as undocumented immigrant children, and who have since grown up here, stayed in school, and kept out of trouble.

Why is the DREAM Act needed?

Each year about 65,000 U.S.-raised students who would qualify for the DREAM Act's benefits graduate from high school. These include honor roll students, star athletes, talented artists, homecoming queens, and aspiring teachers, doctors, and U.S. soldiers. They are young people who have lived in the U.S. for most of their lives and desire only to call this country their home.

Even though they were brought to the U.S. years ago as children, they face unique barriers to higher education, are unable to work legally in the U.S., and often live in constant fear of detection by immigration authorities. Our immigration law currently has no mechanism to consider the special equities and circumstances of such students. The DREAM Act would eliminate this flaw. It is un-American to indefinitely and irremediably punish them for decisions made by adults many years ago. By enacting the DREAM Act, Congress would legally recognize what is de facto true: these young people belong here.

We need Comprehensive Immigration Reform NOW! Reform is long overdue, and Congress must take immediate action to fix our broken immigration system. CAUSA and the Reform Immigration FOR America campaign are mobilizing Oregonians and Americans alike across the nation for an immigration reform that works for the economy, taxpayers and families. One that:

• Creates millions of new taxpayers by requiring undocumented immigrants to register, go through background checks, pay taxes, and study English on their way to becoming full U.S. citizens
• Protects workers and helps with economic recovery

Rebuilding Haiti's infrastructure, people's lives, and their grassroots movement for Social Justice

The tragedy of Haiti moves us to act and to give of ourselves. Hundreds of millions of dollars are pouring into relief funds run by people working tirelessly to get aid to where it's desperately needed. Still, we find ourselves wondering or asking: "where can we send our support so that we know it's used effectively and consistent with our values?"

Pineros y Campesinos Unidos del Noroeste (PCUN) has reached out to our sister farmworker organization, the National Confederation of Farmworkers (CONFENACA) in the Dominican Republic (DR), led by a courageous and diligent leader, Luis Ureña. Years ago, Luis established the Dominico-Haitiano Project, which organizes to improve the living and working conditions for Haitian farmworkers in the Dominican Republic. Haitians are, at best, second-class workers in the DR, but Luis' and CONFENACA's commitment to class solidarity has compelled them to reject nationalist differences and historic grudges.

Luis is calling for our assistance in helping with the tragedy in Haiti. CONFENACA has organized immediate relief, arranging the delivery of 18 truckload of humanitarian aid to Haiti. Meanwhile, Haitian workers are flooding into the DR. Hundreds are arriving in La Vega, three hours from the border.

CONFENACA is housing and feeding Haitians who arrive in La Vega. They are only the first wave. As time passes, the Dominican people will be overwhelmed as they encounter and respond to more earthquake victims.

PCUN has worked with CONFENACA for sixteen years and what we know is that any assistance we can send to CONFENACA will be well-used and will build the movement for social change. Without that movement, there will be no end to the injustices and exploitation which have long plagued the Haitian people and which directly contributed to the massive deaths, as people were crushed by buildings which, thanks to poverty and corruption, lacked even basic seismic integrity.

PCUN and CAUSA have resolved to answer Luis' call. We're launching a campaign to raise $5,000 by February 1st. PCUN and CAUSA are each committing $500. We call on our sister organizations, their staff, the community, and on our allies to contribute immediately and as generously as they can.

Immigration Reform and DREAM Advocates Rally at Senator Wyden's office

Today CAUSA, Oregon's Immigrant Rights Coalition was joined by students from local colleges and universities for a march and rally at the district office of U.S. Senator Ron Wyden in Downtown Portland.

The purpose of the action was part of a nationwide effort to pressure Congress to finally fix our broken immigration system with passage of The Development, Relief and Education for Alien Minors (DREAM) Act of 2009 and Comprehensive Immigration Reform.

During today’s march and rally, immigration reform advocates called on Senator Wyden to support the DREAM Act of 2009 and asked him to encourage Senator Charles Schumer (D-NY) to introduce similar legislation to the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR-ASAP)(HR4321), a bill that was introduced last month in the U.S. House of Representatives.

While marching, Portland City Commissioner Amanda Fritz made a surprise appearance to give words of support for the DREAM Act and Comprehensive Immigration Reform. In October, Portland City Commissioners Nick Fish and Amanda Fritz introduced a resolution calling on their fellow colleagues to support the federal DREAM Act. Resolution 1434 passed unanimously.

Immigration Reform Leaders: We will Pass Immigration Reform in 2010 with Bi-partisan Support

Massachusetts Special Election Doesn't Change Path to Victory

Washington D.C. - Today, leaders of the immigration reform movement convened a national telephonic to discuss the prospects for comprehensive reform in light of the results from the special election in Massachusetts. Ali Noorani, Chair of the Reform Immigration FOR America campaign was joined by Janet Murguia, President of the National Council of La Raza, Eliseo Medina, Vice President of the Service Employees International Union, Frank Sharry, Executive Director of America's Voice, and Craig Regelbrugge, Chair of the Agricultural Coalition for Immigration Reform- a business advocacy organization, to demonstrate why the special election will have little effect on the prospects for immigration reform in 2010.

Last night, voters sent a message to Washington: We want leadership and results from our elected officials and Washington isn't doing its job. The economic crisis is first and foremost on everyone's mind. The Congress should act quickly to address the economic crisis and to create jobs. Fixing our broken immigration system is key to fixing our economy because we can't build a strong economy on top of a broken immigration system. Comprehensive immigration reform will add 1.5 trillion dollars to the U.S. economy, drive up wages for all workers, support nearly a million jobs, and increase tax revenues. If we want to fix our economy we must fix our broken immigration system.

Many naysayers and peddlers of conventional wisdom have already begun to write the obituary for President Obama's agenda, including comprehensive immigration reform. But their thinking is exactly wrong. Unlike health care, comprehensive immigration reform has traditionally garnered bi-partisan support, and a path to victory in the United States Senate will require votes from both sides of the aisle. Yesterday's victory by Republican Scott Brown has not changed that calculus and the campaign will continue organizing and pressuring Congress to act. In the last several months, Reform Immigration FOR America has organized thousand of events in nearly every state.

"Last week, Reform Immigration FOR America organized more than 150 events in 41 states. In nearly every case, turnout at our events from every community blew away our expectations. For example, in Detroit we were expecting 300 and over 2000 showed." said Ali Noorani, Executive Director of the National Immigration Forum and Chair of the Reform Immigration for America. "Americans are demanding action on the economy and they know that comprehensive immigration reform is key to a robust economic recovery. They want leaders in Washington D.C. to deliver results."

Janet Murguia, President of the National Council of La Raza confirmed what polling data reveals about the Latino electorate: "Latino and other immigrant voters who care deeply about this issue will not look kindly upon parties and politicians who talk a good game during political campaigns, but fail to take action when they are in charge. President Obama and various leaders in Congress have repeatedly promised to tackle immigration reform this year, and we expect them to keep their promise. Politicians who want Latino support should work together on a common sense solution to the broken immigration system, rather than playing politics with the issue as they have in years past."

Eliseo Medina, Vice President of the Service Employees International Union said that the campaign has always planned to attract bipartisan support. "Yesterday, we lost one vote. That will make our job more difficult-but not impossible. We never thought of immigration reform as a partisan issue-we always knew we would need the support of both parties in order to pass comprehensive legislation. Our entire campaign has been geared up to secure the 279 votes we need to win, and we will keep working to accomplish that-including meeting with Senator Brown to discuss how critical immigration reform is for our country."

Frank Sharry, Executive Director of America's Voice dismissed the flawed group think that has permeated Washington D.C. "People who say we can't pass immigration reform in this political environment are exactly wrong. Support for comprehensive immigration reform crosses party lines," said Sharry. "If the lesson Democrats took away from Massachusetts is that that they should not take on tough issues or make waves, they are wrong. Voters are hungry for leadership, despise partisanship, and want both parties to work together to solve our toughest problems. Immigration reform represents a golden opportunity."

Craig Regelbrugge, Chair of the Agricultural Coalition for Immigration Reform said that comprehensive reform would be a boon to the American economy. "This is a bipartisan issue and America's business community needs comprehensive immigration reform to get our economy moving again. It's time for the Congress to get to work and deliver for the American people."

Americans all over the country have been organizing, marching, holding prayer vigils, and meeting with members of Congress to make clear that they want immigration reform in 2010. Events organized for Reform Immigration for America's nationwide kickoff revealed the commitment and urgency Americans feel to finally passing comprehensive immigration reform in 2010. Overflow crowds from diverse communities sent a message to Congress: We want comprehensive immigration reform.

Dr. Martin Luther King, Jr., and the Intersection of Immigration and Civil Rights

Today, we celebrate the life and legacy of Dr. Martin Luther King, Jr., a man whose dream of equality and human rights changed the course of history. His legacy will be remembered this week by people of all colors and creeds who still believe in the American dream and who continue to fight for equality, civil rights and the basic human dignity they deserve. Over the weekend, thousands of human rights activists took to the street in Phoenix, Arizona, to march for civil rights and for “long-overdue federal action on immigration.”So how is immigration a civil rights issue? In a recent editorial, Rev. Harvey Clemons Jr., the pastor of Pleasant Hill Baptist Church in Houston, connects Dr. King’s fight for equality with the struggle many immigrants face today.
Immigration is about human dignity and the nobility of parents of different tribes and nations facing the risk of coming to a foreign land, a land of opportunity, to work for a better tomorrow for their children…Dr. King invoked the truth, the truth being that all humans ought to be treated with a certain dignity. It would be natural for us to look to him as an example for fighting for a just cause.
Gerald Lenoir, director of the Black Alliance for Just Immigration, also draws parallels between the struggles of African Americans and the struggles of recent immigrants:
Even some of the migration experiences of African-Americans, coming from the South, leaving conditions of economic injustice and terrorism from both legal authorities and groups like the Ku Klux Klan, we see that same kind of movement in people across borders.
Leaders within the civil rights movement have long been outspoken supporters of immigration reform—especially when it comes to speaking out against broken immigration enforcement policies and racial profiling. Last March, House Judiciary Chair John Conyers, Maricopa County Supervisor Mary Rose Wilcox as well as a bevy of civil rights leaders, presented a petition to the Department of Justice and Homeland Security signed by more than 38,000 Arizona residents calling for an investigation of Maricopa County Sheriff Joe Arpaio—a man whose abuse of power, racial profiling and egregious immigration enforcement tactics have earned him numerous law suits, an FBI investigation and a summons to appear before a Grand Jury. At a press conference introducing the petition, Congressman Conyers called for unity in the fight to end racial profiling.
We think, in a lot of ways, our Hispanics brothers and sisters are becoming the new targets of discrimination and profiling that used to occur to African Americans. We’re saying it together—African Americans, Hispanic Americans and everyone else—no more racial profiling.
Similarly, Rev. Al Sharpton, also an outspoken advocate in the fight to end racial profiling, noted that defending civil rights should be an “everybody issue”:
We need to stop comparing disparities and start finding solutions. It is imperative for the African American community to stand together with the Latino community and for the Latino community to stand with the Asian community. You cannot have human rights for some—we need it for all. We must stand together with all our brothers and sisters against this national outrage.
A recent poll conducted by the Pew Research Center reveals that one year after the election of President Barack Obama, “black optimism about America has surged, while Hispanics have become more skeptical about race relation.” According to the poll, Hispanics are now seen as the ethnic group facing the most discrimination—which is not surprising, as America’s Voice blogger Jackie Mahendra says, given the “racially-charged immigration rhetoric that flows from talk radio to nightly news to the halls of Congress.”

Now, more than ever, it’s important to remember Dr. King’s message that all men are created equal—not just for Hispanics and African Americans, but for all people who come to this country in search of the American Dream.

Haiti Quake Relief Desperately Needed: You Can Help!

On Tuesday Afternoon, a 7.0-magnitude earthquake struck near Haiti's capital of Port-au-Prince collapsing buildings, including at least one hospital. Mercy Corps, reports with communications from the area disrupted, the situation is unclear -- but with continued aftershocks and eyewitness accounts of "total disaster" and chaos, there are fears of catastrophic damage and widespread casualties.

As of 10:00pm this evening, ABC News said that the latest report from the American Red Cross is that three million, one-third of Haiti's population, have been affected by the quake. That figure includes an estimated 40,000 to 50,000 casualties and over a million homeless. The situation is dire and there is a race against time to get to those still trapped.

The Red Cross also has a service allowing people to donate via their cell phone. Just text "HAITI" to "90999" and a donation of $10 will be given automatically to the Red Cross to help with relief efforts, charged to your cell phone bill.

According to KPOJ 620AM, the U.S. State Department Operations Center said Americans seeking information about family members in Haiti should call 1-888-407-4747. Due to heavy volume, some callers may receive a recording. "Our embassy is still in the early stages of contacting American citizens through our Warden Network," the U.S. State Department said in a statement. "Communications are very difficult within Haiti at this time."

Supporters March and Rally for Immigration Reform in Portland


Portland, Ore--Today, Immigration Reform Advocates and members of CAUSA, Oregon's Immigrant Rights Coalition, met for a March and Rally at the district offices of Congressman Wu and Senator Merkley in Portland.

The purpose of the action was to call on Congressman Wu to support Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (HR 4321) and to call on Senator Merkley to urge New York Senator Charles Schumer to introduce similar legislation in the United States Senate. Reform advocates from Portland State University were also present and called on Oregon's Representatives to support the DREAM (Development, Relief, and Education for Alien Minors) Act.

Those attending the rally and march came from a variety of backgrounds including students, children of immigrant parents, and concerned citizens. The supporters of HR4321 began their rally at Congressman Wu's office where they spoke about their personal stories and the need for reform now. A small group including several students and CAUSA's Executive Director Francisco Lopez delivered a copy of HR4321 up to Congressman Wu's office. The Congressman will announce his decision on whether or not he will support the legislation this Friday.

Shortly after delivering their request to Congressman Wu, immigration reform supporters marched to Senator Merkley's office. There, they were met by Mary Beth Healy, Deputy State Director for Senator Merkley's office. She told the group that the Senator has always been supportive of comprehensive immigration reform and would take their request under serious consideration.

Currently, Congressman Earl Blumenauer is the only U.S. Representative from Oregon that has co-signed on to HR4321. Last week, supporters of Immigration Reform delivered a message of thanks to the Congressman during a press conference and rally outside his office. While there, he came out and spoke briefly reiterating his support for the legislation, the need for Comprehensive Immigration Reform and the work needed to achieve it this year.

Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR-ASAP) (HR 4321) is the first piece of legislation introduced in Congress since 2007. Introduced on December 15th by Illinois Congressman Luis Gutierrez with over 92 co-sponsors from the Congressional Hispanic Caucus, Black Caucus, Asian Pacific American Caucus, and Progressive Caucus, the bill will:

  • Create millions of new taxpayers by requiring undocumented immigrants to register, go through background checks, pay taxes, and study English on their way to becoming full U.S. citizens

  • Protect workers and help with economic recovery

  • Keep families together

  • Protect the due process rights of all

    Salem, Ore--Members of CAUSA, Oregon's Immigrant Rights Coalition, will gather on Wednesday, January 13th at the district office of US Congressman David Wu and march to the district office of Senator Jeff Merkley to participate in a national mobilization to pressure Congress to finally fix the broken immigration system with comprehensive immigration reform.

    During our march and rally at the district offices, we will ask Congressman Wu to join on as a co-sponsor of the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR ASAP) (HR 4321) and Senator Merkley to encourage Senator Charles Schumer (D-NY) to introduce a similar bill in the Senate.

    Yesterday, Oregon's Immigrant Rights Coalition held a Press Conference thanking Congressman Blumenauer for being the first Representative from Oregon's Congressional Delegation to join on as a co-sponsor of the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR ASAP) (HR 4321)and to call on remainder of the delegation to join him.

    Oregon Coalition holds Campaign Kick-off for Immigration Reform Bill HR 4321

    Portland, Ore.--CAUSA, Oregon's Immigrant Rights Coalition, held a Press Conference on Thursday thanking Congressman Blumenauer for being the first Representative from Oregon's Congressional Delegation to join on as a co-sponsor of the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR ASAP) (HR 4321).

    Supporters of the bill also called on Oregon's other Representatives to join with Congressman Blumenauer in supporting the legislation and for Senators Wyden and Merkley to encourage New York Senator Charles Schumer to introduce a similar bill in the Senate.

    During the Press Conference, Congressman Blumenauer made a surprise appearance in lieu of his staffer to explain the importance and the work needed to pass Comprehensive Immigration Reform. This is what the Congressman had to say:

    "We need people to stop playing politics with Immigration. It is important to reach out to individuals, in every church, in every opportunity where there are small groups, people working in business, people who are working in social service agencies to talk about the human face, to talk about reasonable legislation, that will help people earn an opportunity for citizenship. We can do this in a way where, and most importantly, that we are not punishing children who are here who are here and are everybody's future".

    New Study reveals the economic benefits of Immigration Reform

    On Thursday, the Immigration Policy Center and the Center for American Progress released a groundbreaking report on the economic benefits of Immigration Reform.

    According to an article at Immigration Impact, the report contrasts the economic benefits of comprehensive reform with the damage that would be done to the U.S. economy by a “mass deportation” campaign to remove all unauthorized immigrants from the country and effectively “seal the border” to future unauthorized immigration.

    The report, Raising the Floor for American Workers, claims that immigration reform will raise the GDP in the United States by over $1.5 trillion over the next 10 years. In contrast, if the federal government were to actually attempt the implementation of a "fanciful, deportation-only scenario", the likely result would be “$2.6 trillion in lost GDP over 10 years, not including the actual cost of deportation,” as well as "widespread job losses throughout the U.S. economy".

    The results from the study send a clear message to Congress that in order for the U.S. economy to recover, passage of comprehensive immigration reform legislation needs to be part of the strategy.

    PORTLAND, Ore. - Only one member of Oregon's congressional delegation has endorsed the latest Comprehensive Immigration Reform bill submitted a month ago, and members of the immigrant community say they'll be urging the others along in the coming weeks. Today, they're stopping by Rep. Earl Blumenauer's office to say 'thanks' for co-sponsoring the bill.

    Francisco Lopez with Oregon's immigrant rights coalition, CAUSA, says it's a start.

    "We are going to take this whole legalization process and keep pushing and pushing, and we are not going to stop. We'll be visiting our congressional offices in Oregon until we have all the votes that we need. Oregon has two in the Senate and five in the House, so we need seven votes. Now, we have one."

    Lopez says about 400,000 immigrants live in Oregon, and about one-third are undocumented.

    The bill (HR 4321) was introduced last month by Illinois Rep. Luis Gutierrez. It would outline a path to citizenship, revamp the guest worker program and border security policies, and promote keeping families together.

    The office visit coincides with the release of a report that says immigration reform would boost the U.S. economy by more than $1.5 trillion in the next 10 years, while other proposals that focus only on deportation would cost more than $2 trillion. Lopez says allowing people who are already in the United States to become citizens makes financial sense.

    "These people will start becoming stable, and they will start buying homes, get better jobs, and some of them that want to start businesses will be able to. Kids will be able to go to college, and the economy will begin to improve."

    The bill is the "Comprehensive Immigration Reform for America's Security & Prosperity Act of 2009." CAUSA meets with Rep. Blumenauer at noon at his Portland office, 729 N.E. Oregon St.

    Salem, Ore—Last Month, Representative Luis V. Gutierrez (D-IL) introduced the Comprehensive Immigration Reform for America's Security and Prosperity Act of 2009 (CIR ASAP) (HR 4321), a socially responsible bill that addresses key issues necessary for a real workable solution to the currently broken immigration reform system. The bill’s 87 original co-sponsors include members of the Congressional Hispanic Caucus, Black Caucus, Asian Pacific American Caucus, and Progressive Caucus.

    Starting on January 7th, CAUSA and our supporters will be visiting our Congressional Representatives and Senators around Oregon. We are calling on all immigration reform supporters to be involved in these actions to send a strong message to Oregon's Congressional Delegation that they need to support CIR ASAP.

    New York Times Editorial says America needs Immigration Reform in this New Year

    An editorial appearing in the New York Times today calls for reform of America's immigration system saying "the country needs it; the economy needs it; the immigrants need and deserve it".

    Among other things, the editorial says those who want to fix this nation's broken system will have to "shut out the choruses of no-amnestys and over-my-dead-bodys, sidestep the false arguments and press into the headwinds while holding firm to the core of the better solution".
