Tuition Equity Passes Oregon State House

Causa joins with allies around the state in praising Oregon State House of Representatives in Passing HB2787

Salem, Ore.—Today an historic vote on Tuition Equity took place in the Oregon State House. An important milestone for Causa, our allies, our movement and students around Oregon, House Bill 2787 passed by 38 to 18 with broad bipartisan support.

House Bill 2787, Oregon’s Tuition Equity Bill, is bi-partisan legislation that allows long-time, high-achieving Oregon high school graduates who have been accepted to an Oregon university to pay in-state tuition, regardless of their documentation status.

On Monday, HB2787 was passed by a 7-2 margin by the Committee on Higher Education with bipartisan support. Those voting “Yes” included Representatives Michael Dembrow, Chair, Chris Harker, Vice-Chair, John Huffman, Vice-Chair, Joe Gallegos, Chris Gorsek, Mitch Greenlick, Mark Johnson. Those voting “Nay” included Representatives Vic Gilliam and Gene Whisnant.

“We applaud State Representatives for passage of this critical legislation for our state”, said Francisco Lopez, Executive Director. “The historic vote today takes us one step towards ensuring there is equal treatment and opportunity for all Oregon students and a boost to the education level of Oregon's workforce. The hard work of all our allies to see this through is a great victory." 

Lopez added, "We now look toward State Senators to immediately take up this legislation, pass it and send it to the Governor's desk for the good of Oregon Students and our State.”


Members of the Oregon State House voting “YES” on HB2787 today included Representatives Kotek (Speaker), Bailey, Barker, Barnhart, Barton, Bentz, Berger, Witt, Parrish, Read, Reardon, Unger,Vega Pederson, Williamson, Keny-Guyer, Komp, Lively, Matthews, McKeown, Nathanson, Greenlick, Harker, Holvey, Hoyle, Huffman, Johnson, Frederick, Gallegos, Garrett, Gelser, Gomberg, Gorsek, Boone, Buckley, Clem, Dembrow, Doherty, and Fagan.

And those voting “NO” included Representatives Cameron, Conger, Davis, Esquivel, Freeman, Gilliam, Richardson, Sprenger, Thompson, Weidner, Whisnant, Whitsett, Hanna, Hicks, Kennemer, Krieger, McLane, and Olson.


After today's House vote, the bill will then move to the State Senate for vote. Causa urges State Senators to take up passage of Oregon’s Tuition Equity bill by no later than the first week of March.

Causa applauds bipartisan leadership of Higher Ed. Committee to move bill to full House

Salem, Ore.—On Friday, an historic vote is expected in the Oregon State House on HB2787, Oregon's Tuition Equity Bill. This is an important milestone for Causa, our allies, our movement and students around Oregon because this is the 1st time in history that a tuition equity bill has been moved to the full house for a vote with broad bipartisan support.

Oregon Bus Tour Seeks to Unite Rural Communities on Immigration Reform, Fair Treatment for Immigrants

Bend, Ore.—Next month, 50 Oregonians will embark on a 5 day regional Bus Tour through Oregon’s Congressional District 2. Sponsored by Rural Organizing Project, Causa Oregon, PCUN Farmworkers Union, and the United Farmworkers, the goal of the historic event is to unite rural communities in the vision of immigration reform, restoration of driver’s licenses and fair treatment for all immigrants.

The March for ONE Oregon Bus Tour will start in Bend on March 5th and travel through Central and Eastern Oregon.

“This historic bus tour is to promote the sanctity of Oregon families, show that we are one community, and one Oregon,” said Amanda Aguilar-Shank, Senior Organizer at Rural Organizing Project. “Bringing families together from around rural Oregon and our allies around from the region, we seek to win dignity for all of our community members.” 

During the 5 day tour, riders will also connect with allies from Idaho and Washington State in stops in those states. A range of activities are planned for each stop along the route including rallies, press conferences, vigils, sharing stories, and meeting new allies.

Bipartisan Tuition Equity Bill Hearing Scheduled for Wednesday Morning

Salem, Ore. -- Last week, House Bill 2787, Oregon’s bipartisan Tuition Equity Bill, was introduced at the Oregon State Legislature.

Tuition Equity (HB2787), is bi-partisan legislation that allows long-time, high-achieving Oregon high school graduates who have been accepted to an Oregon university to pay in-state tuition, regardless of their documentation status.

“This common sense bill capitalizes on our investment in Oregon students," said Francisco Lopez, Executive Director of Causa Oregon. “And HB2787 is about not letting that investment we’ve put in our K-12 students go to waste by pricing Oregon educated students out of Oregon universities where out of state tuition is triple the cost of in-state tuition.”

Lopez added, “We need to ensure that Oregon’s workforce is well-educated and well-prepared to compete in an ever-changing global economy. This bill is a means to accomplish that.”

On Wednesday, February 13th at 8:00am, HB2787 will get its first hearing of the 2013 Session:

400 Attend Annual Immigration Action Day in Salem on Saturday

400 Attend Causa’s 15th Annual Immigration Action Day in Salem


Salem, Ore. -- On Saturday, Causa, Oregon’s Statewide Immigrant RightsOrganization, held it’s 15th Annual Immigrant Action Day at Chemeketa Community College in Salem. 400 Causa affiliates and allies from around Oregon attended the morning event to get information and to hear plans for 2013 actions to advocate for a Legalization Program at the Federal Level, and Driver’s License Restoration and Tuition Equity in Oregon.

Speakers this year included Francisco Lopez, Executive Director of Causa Oregon, Ramon Ramirez, President of PCUN, Laura Isiordia, Executive Director, of the CAPACES Leadership Institute, Causa Board Member and attorney Barbara Ghio and several panelists.  Topics covered ranged from Driver’s License Restoration, Tuition Equity, Comprehensive Immigration Reform, Deferred Action for Childhood Arrivals (DACA), the national Keeping Families Together Legalization Campaign. Family Unity, and Civil and Human Rights for Farmworkers, Children, Women and members of the LGBT community.

This year’s Immigrant Action Day was special as it included the first-ever wedding ceremony and celebration as part of the day’s activities. Carmen Gutierrez and Jensi Albright, a same-sex couple with mixed immigration status, exchanged vows before the energetic crowd. The special occasion was part of Causa’s commitment to the gay and lesbian immigrant community.

In an interview with the Salem Statesman Journal, Causa’s Executive Director Francisco Lopez discussed the inclusion of the wedding ceremony in this year’s Immigrant Action Day and why it is important to Oregon:

“One of the things we want to do is (emphasize) legal rights should be for everybody,” Causa Executive Director Francisco Lopez said. “We have a couple that loves each other. One is a citizen of the U.S.; one is undocumented.

“Whether it’s men with men, women with women, it doesn’t matter,” he added. “We in Oregon need to get the message out that we do not discriminate.”

15th Annual Immigrant Action Day to include Same-sex, Mixed-immigration Status Wedding Ceremony

Salem, Ore. -- On Saturday, February 9th, Causa Oregon will host it’s 15th Annual Immigrant Action Day bringing over 400 of our affiliates and allies from around the state to Salem, Oregon to see, to think, to act, to evaluate and reflect, and to celebrate. At this year’s assembly, we will prepare our 2013 Action Plans to advocate for a Legalization Program, Driver’s License Restoration and Tuition Equity.

This year's Immigrant Action Day will be special as participants will join in the first-ever celebration and wedding ceremony of a same-sex couple with mixed immigration status at a Causa event. This special occasion is part of Causa’s commitment to our gay and lesbian immigrant community. During President Obama’s January 29th speech on his legalization principles, the President included same-sex families in his priorities which will allow U.S. citizens and lawful permanent residents the ability to seek visas on the basis of a permanent relationship with a same-sex partner.
