Illinois Congressman Luis Gutierrez speaks to a crowd of 800 in Woodburn

Woodburn, Ore. -- On Monday evening, Illinois Congressman Luis Gutierrez spoke to an energetic crowd of over 800 people during a town hall at Woodburn High School. Gutierrez was in Oregon as part of his national tour to spotlight the toll that almost 400,000 deportations annually are taking on American children and families. Since March, the Campaign for American Children & Families tour has taken the Congressman to 24 cities around the U.S..

Gutierrez, a Democrat from Illinois’ 4th District, has been a strong advocate for immigrant families and has worked tirelessly for passage of comprehensive immigration reform, legalization and The DREAM Act. This is the first time in Oregon history that a national leader on immigration reform has visited the state.

During the evening, Gutierrez listened to testimony and stories from Oregonians whose lives have been turned upside down by deportation. The testimony evoked much emotion both from the Congressman and from others in attendance.

As the Illinois Representative addressed the crowd, he pointed out that more immigrants are being deported by President Obama than under George W. Bush or any President since Eisenhower. In recent weeks, the Obama Administration has stepped up its attention to immigration reform by calling on Congress to pass legislation. Meanwhile, the Governors of Illinois, New York, and Massachusetts have moved to withdraw their states from the Obama Administration's signature deportation program, "Secure Communities," while Alabama and Georgia have joined Arizona in passing sweeping new state anti-immigrant measures.

New guidelines issued by Immigration and Customs Enforcement (ICE) last week go part of the way in addressing the concerns of immigrant communities, but more concrete and direct action by the President is needed. Specifically, under current law, the President can stop deporting DREAM Act students and the spouses and parents of U.S. citizens and can also adjust immigration policies so that spouses and children of U.S. citizen are not required to spend a decade or more in a foreign country waiting for permission to be reunited. Clarification for states and localities on the process to opt out of the "Secure Communities" program is still needed because the program jeopardizes public safety.

Gutierrez says that he is getting the message that Latino voters are looking ahead to 2012, and they're not happy with what they have seen so far from the White House. They're saying, “We want the President of the United States to keep his word. We're disillusioned, we're disgruntled, and we’re saddened.” But almost in the same breath, they say, “But we're ready to make up! We're ready to reconcile. We really want to be with him. We just hope he can be our champion."

Among those attending the Town Hall with Congressman Gutierrez included elected officials, several Oregon State government officials and leaders from Oregon’s business, faith, labor, healthcare advocacy, legal, education, LGBT, immigrant rights and civil rights community.

Representative Luis Gutierrez (D-IL) appeared on the of MSNBC's "The Ed Show" to discuss legislation to deny birthright citizenship to children born in the United States to parents who are undocumented. 

Gutierrez says the the bill (H.R.140), introduced by Rep. Steve King (R-IOWA), is just "Recycling hatred and bigotry and prejudice so they don't have to deal with the fundamental problems facing the American People".

A Closer Look at Immigration Reform Legislation in the New Year

Everyone pulled out the sports analogies last week when Congressman Luis Gutierrez and his 91 co-sponsors introduced H.R. 4321, the Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2009—and rightly so, as this bill marks the opening bell in the 2010 immigration debate. It is not only the first major piece of comprehensive reform legislation introduced in the 111th Congress, but the first since the last debate on immigration reform, which took place in May and June of 2007 in the Senate.

But CIR ASAP also marks the end of a year that has been filled with movement on immigration reform. Most of it was not legislative, but reflected instead the change in Presidential administrations. Among the key developments:

• Janet Napolitano, governor of Arizona, an outspoken supporter of the comprehensive immigration reformand smart enforcement strategies, was named Secretary of the Department of Homeland Security. She immediately called for review of enforcement programs that were highly criticized, including 287(g), E-verify, and worksite raids. This review ultimately led to major reforms in detention practices, an end to the massive worksite raids of the past, and a revamping of 287(g).
• President Obama reaffirmed his commitment to CIR over and over again, most notably by calling a White House summit of key Congressional leaders in May, naming Napolitano as his point person for getting reform done. Other cabinet leaders have been pulled into the effort, too. Secretary of Labor Hilda Solis, speaking at the Center for American Progress last week noted that cabinet secretaries and their staff are meeting weekly to coordinate administration efforts on reform.
• The President’s budget included a request for appropriated funds for USCIS, to pay for the costs of processing, asylum refugee, and military naturalization applications. Although Congress ultimately appropriated only a small portion of those funds, the mere fact that the administration recognized the need to revisit current fee structures (in which the agency must fund its operations almost exclusively through fees), marked a major policy departure, and the glimmer of true fee reform.

Still, there’s no denying the significance of the 644 page legislative package introduced last week. While it is a product of 2009, many of the proposals, including detention reforms and family reunification proposals, reflect tremendous work over the years by many of the co-sponsors—including Reps. Woolsey, Roybal Allard, Honda, Grijalva, Reyes, and Berman—while other sections incorporate legislation from Senators Menendez, Durbin, and former Senator Obama. As with all legislation of this type, it is a compilation of new and old ideas, woven together to reflect both a prescription for immigration policy and a plan for bringing along votes.

Does this mean that CIR ASAP is merely a marker bill, one designed to throw down the gauntlet, but not to move? Not exactly. Senator Schumer, as head of the Senate’s immigration subcommittee, and Congresswoman Lofgren, chair of the House Immigration subcommittee, are both expected to champion their own legislative packages in the coming year. It’s anticipated that Sen. Schumer will introduce his own comprehensive package early in 2010, which is likely to change significantly as it goes through committee, and then through the whole Senate. Assuming Senate passage, then the House will have to decide whether to simply take up the Senate bill, introduce a new package, or take CIR ASAP and its fellow proposals (and there will be more, it’s the nature of the game) through committee markups and so forth. So, it’s hard to tell what everything will look like by the time a bill hits the president’s desk. But CIR ASAP contains a number of viable solutions, and the final package will no doubt reflect some of those ideas—and hopefully some of the passion that infuses the bill.

So, while CIR ASAP may be the beginning of an era, it is also the end of a period of transition. The administration has made its position pretty clear. A big chunk of the House has now, too. The next move is Senator Schumer’s—and then the real games begin.

More Than 60,000 Americans in 45 States Organize for Comprehensive Immigration Reform

Demonstration of Organizational Might Shows Americans Committed to Passing Immigration Reform this Year
Washington, DC - Tonight, more than 60,000 activists, families, friends, and neighbors gathered for a nationwide tele-town hall event that created even greater momentum for comprehensive immigration reform legislation in 2010. The national teleconference was put together by an enormous coalition of faith, law enforcement, labor, civil rights, and immigrant advocacy groups working together to pass comprehensive immigration reform this year. The breadth and size of the coalition was reflected in the massive numbers of people who joined the call. The Reform Immigration FOR America Campaign organized 1,009 house parties in 45 states and Puerto Rico. More than 60,000 called in, joined house parties, or listened to live radio broadcasts.

Last week, anti-immigrant "tea party" activists held rallies to protest the mere presence of immigrants in the United States. However, their numbers paled in comparison to those who assembled tonight. NumbersUSA, a vehemently anti-immigrant organization, hailed a meager 50 events in only 26 states that they acknowledged were "not drawing huge crowds." In contrast, 400 activists showed up to a single pro-reform house party in Silver Spring, Maryland.

The teleconference, hosted by the Reform Immigration FOR America Campaign and featuring Congressman Luis Gutierrez, Congressman Raul Grijalva, and Congresswoman Nydia Velazquez comes just days after White House Senior Advisor David Axelrod and Secretary of Homeland Security Janet Napolitano indicated the White House is ready to push for comprehensive immigration reform in 2010. Tonight in schools, churches, and community centers all over the country Americans are organizing to push Congress to solve this problem once and for all.

Congressman Gutierrez outlined a progressive vision for immigration reform and told participants to continue organizing to hold their elected leaders accountable. "We need everyone on this call to take action with your churches, your families and your organizations so that we can deliver a strong message to President Obama and Congress that, hey, it has been a year…We want you to keep your promise to our families. We'll be watching on the State of the Union to make sure you keep your promise," said Gutierrez.

"In 2006 we marched, in 2008 we voted, and in 2009 and 2010 we're getting organized." said Congressman Grijalva.

Congresswoman Nydia Velazquez said that the Congressional Hispanic Caucus (CHC) and its allies were committed to making immigration reform happen. "The CHC and its allies are working to ensure that comprehensive immigration reform finally become a reality. We have a President who, I think, understands that. We have Democratic majorities in the Congress, and we have a few Republicans who want to work with us to get this done," said Velazquez

Partying Across the Nation for Immigration Reform

Today, thousands of people across the nation will be hosting house parties and joining in a national telephonic town hall to ask questions and voice concerns about Comprehensive Immigration Reform. Thus far, nearly 900 parties have been scheduled.

Gutierrez Rallies Participants at Reform Immigration Summit

Washington D.C.- During a welcoming luncheon on Wednesday at the Reform Immigration FOR America Summit in Washington D.C., Representative Luis Gutierrez (D-IL) spoke to a crowd of nearly 800 individuals from 45 states.

Gutierrez emphasized to the crowd they are getting close to an immigration reform legislation saying that, “the wind is at our backs” but that “we have to cross the finish line.”

As a champion for immigration reform, the Congressman encouraged the crowd to organize and mobilize their communities for immigration reform. “We have been effective, Gutierrez said, “but we have to be better in the next coming months.”

Throughout the day, participants were taken through presentations led by spirited speakers on the strategies that will be used this year to win passage of Comprehensive Immigration Reform.

Gutierrez Pledges to Pass Comprehensive Immigration Reform

According to a post over at Chicago Sun Times, Illinois Congressman Luis Gutierrez reportedly took himself out of the running to replace President Elect Obama in the Senate.

Instead Gutierrez told Illinois Governor Rod Blagojevich he would like to serve as a “caretaker” senator for the next two years and work to pass Comprehensive Immigration Reform.
